History Behind CART at Events
There was a time, seemingly not long ago, where a person with hearing impairment could not have a fulfilling experience at a conference or expo due to his/her inability to hear effectively over large crowds. CART was on the scene before 1990 when the ADA was signed into law and began to help these individuals. But the law mandated that every individual receives reasonable access to effective communication.
